PhD. Economics. Associated Professor of Applied Economics at the University of Oviedo (Spain). Consultant in European Funds, specialized in Next Generation EU. Named Top Voice Linkedin in 2020. He was Director General of Innovation and Entrepreneurship of Asturias (2015-2017), expert of Los 100 de COTEC (2018-2021) and member of the Council of Canarias Geo Innovation Program 2030 (2018-2021).
Research
He has published more than thirty papers in indexed journals (WoS and/or Scopus) and has been referee for many international journals.
He has been awarded with Premio Alexandre Pedrós of Círculo Financiero La Caixa (2011), Secondary Award of Premio Jesús María Leizaola (2004) from Instituto Vasco de Administración Pública and Premio Jóvenes Investigadores of the Asociación Española de Ciencia Regional (2002).

Consultant and Advisor
In recent years, he has been actively involved in providing support to companies and public institutions within the realm of European funds, with a specialized focus on the Next Generation EU. Primarily, he has concentrated efforts on identifying opportunities, both in the form of calls and tenders, as well as in the processes of Public Procurement of Innovation (PPI).
During his tenure at the Directorate General of Innovation and Entrepreneurship in Asturias (2015-2017), he served on the Board of Directors of several public companies. Additionally, he was a member of the Advisory Board for the Canarias Geo Innovation Program 2030 (2018-2021).

Editor
He is the founder and Editor-in-Chief of Economics and Business Letters (2012-), and currently holds a position on the Editorial Board of the journals Amfiteatru Economic, Engineering Economics, Evaluation Review, Hacienda Pública Española / Review of Public Economics, and Lex Localis.

Teaching
With nearly 30 years of teaching experience in his university academic activities, he teaches public economics courses in various undergraduate programs, as well as in the Interuniversity Master's in Economics at the University of Oviedo. Furthermore, he holds a position as a professor in the Master's in Tax Advisory and Professional Practice at the College of Economists of Asturias.
